Ball-shaped solid object, low altitude, silent, constant speed and altitude, seemed to rotate or "jiggle," glinted occasional

June 15, 2018, approximately 7:30 p.m. Central Daylight Time (sunset 8:39 p.m.) My wife and I were sitting outside looking at a rainbow in the eastern sky, when an object appeared going from east-southeast to west-northwest. It was low in the sky, traveling at a steady rate of speed, no deviation from its course and at a constant altitude. My first thought was that it was a flying beach ball. It was approximately the size of a US quarter held at arm’s length. It was definitely headed somewhere. It seemed to be rotating because it was alternately black, then glinting off the sun from what appeared to be metal. It could have had one or more flat metal surfaces that reflected the sun. It “jiggled” a bit as it flew.

We watched it for about 2-3 minutes as it silently passed over us, continuing on a steady course. It was low enough that if it had a motor we would have heard it, but it was totally silent. It eventually flew out of sight in the west-northwestern sky. Its speed was not fast, not slow. About the speed of a Cessna 150. I have seen many of those flying over my property, and I know the difference. They have wings, they make noise, and they do not look like a giant ball. It did not look like any aircraft I have ever seen. My wife is a witness to this event.

OBSERVERS BACKGROUND: I was an investigator with the U.S. Congress in Washington, D.C. and held a Top Secret clearance.
