Location details: Flying at FL400 along the east coast of Florida headed south to KPBI.

What appeared as bright star like points of light which would suddenly appear increasing in brightness and then fade away.

This sighting was made by myself and my fellow pilot as we were headed south along the east coast of Florida headed to West Palm Beach flying a Cessna Citation Latitude. At FL400 my fellow pilot called my attention to a single point of light maybe 15-20 degrees up from the horizon and west of our position. The light would appear and increase in brightness to that of a bright planet before fading out and disappearing. The event would last for 10 to 25 seconds and repeat after an estimated 2 to 3 minutes. The time between events did vary. During the approximately 20 minutes we observed this light its position remained constant relative to us making the light seem to be at a great distance. We began our descent and last observed the light at about 25,000’.
At one point during descent probably around 35,000’ my fellow pilot aimed his iPhone camera to the area we were seeing this and was able to film the only time we saw two lights. I will attach his video.
