Erratically moving lights that would appear and disappear staying in the same approximate location in relation to the stars

Witnessed from 38,000’ travelling westbound from Toronto Canada to Edmonton Canada. Incident was reported to ATC. Unable to decipher distance but the objects altitude was both above and below the horizon
