Bright Blue lights over Moore, oklahoma

My family and i were outside at around 10:55 PM. It was a partly cloudy night with some storms off in the distance.

On a big cloud my father who was a former Air force Jet Mechanic saw 2 blue lights moving in a circle in the sky at a very rapid pace, it looked to be at a distance of 3 or 4 blocks away and im not sure how high up maybe a couple of thousand feet in the air.

For about 13 min the lights continued to circle above the clouds occasionally the light would shine out from the cloud witch was slowly braking up. Then the cloud broke up and their was a bright twinkle and the lights vanished.
