Two fixed orange lights over Seattle, Puget Sound

My friend and I were driving North on 1-5 Highway at 9:25pm Western Time.

We noticed two very bright orange "streak like" lights over Seattle to the West over the Puget Sound.

They did not move or dissipate, but were fixed in place.
