black flying object seen flying over silverdale WA

flying object seen over city, range unknown, altitude unknown, traveled across sky at aproximatly 2 degrees a second from view point at aproximately 25 degrees azmuth, object was black, silent, and seemed to wobble/nutate while in flight, reflections noted when passing by. object exited area heading E by SE. trajectory not cosistant with "weather balloon, and not comprised of light nor swamp gas.
