Spinning upright cylindrical object descends, hovers in place and drifts before ascending more quickly.

It appears to be cylindrical, upright, partially reflective and spinning. Depending on distance, it descends from above ~760m to ~150m, pauses intermittently while heading east, then accends faster than it descended. The wind speed is ~2.6 knots from the west. This could explain the eastbound movement if it's a balloon, but not the intermittent stopping when maintaining altitude, or the odd shape. The distance appears to be under 10km.
