Saw Orb shaped object over water

I witnessed this Black orb shaped object about 1/4-1/2 mile away over Tampa Bay and I'd estimate maybe about 100 feet in the air and approximately 6-10 feet round. I'd say the total length of sighting was 1-2 mins. At first I looked at it when it I thought maybe it was a balloon but quickly determined it wasn't because if its movement. The wind was blowing straight into my face but this object started moving away from my location.

At first it was closer to me but it started to move away from me due west across the Bay at a pretty good speed. It got maybe 2-3 miles away and stopped and then descended straight down into the water but I didn't see any splash or anything. It seemed to just merge with the water but it was very far away at that point so was hard to tell. The object also kind of shimmered some at times but it's movement seemed to be intelligently controlled and not random. I managed to take a zoomed in picture of it but I didn't even think to take a video because I was looking at it trying to figure out what it was. At that distance my phone video probably wouldn't of shown much detail anyway.
