Multiple unidentifiable points of lights observed both stationary and traveling in the night sky unlike meteor shower or Starlink, poss

While outdoors around 5pm, four people (2 adults 2 children) saw multiple (approximately a dozen) points/ orbs of light in the sky over the course of about an hour. The setting had some urban neighborhood lighting but the sky was clear and dark. The lights were of similar size and intensity. They appeared small, though distance was difficult to determine.

The observers saw a mix white, red and green lights. The lights did not appear to blink though some twinkling through atmosphere was noticed. Some lights appeared to travel across sky laterally, unlike a meteor. Possibly like a drone.

Some lights appeared to hang in the same spot which was hidden in the sky behind a large tree.

Observers have previously seen Starlink, ISS, meteor showers and single drones flying and this seemed different. A large solar flare was recently publicized.
