Saw a blue light on top of the cloud cover. It was moving erratically left and right and up and down quickly

We were standing outside. I looked up at the sk. Halfof it was covered in clouds. On top of the clouds suddenly appeared a blue light. It came out of nowhere and seem to fly towards us. Then it stopped. Then it moved quickly to the left. And then it moved straight down quickly. And then it disappeared. About a minute later it returned. Same erratic movements back-and-forth and up and down quickly. And then it disappeared.
