Two bright lights reported by an aircraft at the SDZ 170 radial 014 mile fix

An aircraft reported two bright lights at flight level 350 that were turning on and off. Radar scopes showed two primary targets in the vicinity that were appeared and disappearing from radar. The report was on Washington Center frequency 118.92.
