trapezoid shape - close to triangle - with a hand full of large red lights on the bottom, perched in a tilted position.

I was driving on I-68 in Maryland and saw this at the high point of this mountainous highway. It was dark and snowing and I kept it moving. It was more of a trapezoid shape looking close to a triangle with a hand full of large bright red lights on the bottom. It was motionless and was perched in a titled position.
