Red dot hovering next to white dot for 5 minutes then inched away toward the left, hovered for 5 more minutes - not a plane

Red dot hovering next to white dot for 5 minutes then inched away toward the left, hovered for 5 more minutes then went up and hovered for 5 more minutes. When I looked back it was gone. This could have been over Andrews Air Force Base in Maryland
