Point of light that is strobing red, blue and possible green and orange and seems in a stable position.

Point of light, strobing red/blue/possibly orange, possibly green. Maintained position in sky for more than 1/2 hour. Probably 12-15 degrees north of due west. Approx. 15 degrees in altitude. Observed with 50 power binoculars.

Just went out and looked again and it has drifted slightly to the north and a couple of degrees lower in the sky.

My vantage point is in southern Altoona. The second witness states that it was directly to his west and he is located approx 3 miles north of me. Unable to capture an image.
