downward directed cone of light emanating from small object travelling NE to SW at 5:20 AM. Lasted 5-10 minutes and disappeared in fog

noticed circle of light in NE sky while walking dog. Circle seemed to be moving NE to SW. As it got closer, I noticed small, illuminated object in center with a downward cone of light emanating downward from it. I watched it for 5-10 minutes and it disappeared in fog bank over ocean.
