blue halow apears and leaves at incredible speeds

second time I have see in 16 months, same part of the sky, late at night as I have cig, I always just look at the stars, same as before, in like .75 seconds, the sky lights up in blue halow, then once the halow is very bright takes off at speeds to the north, from my math, zero to 30,000 mph in a 1/10 second maybe more, I seen twice now from same origin, all true
