Four lights moving at a 45-50 degree horizon

Four lights moving on a horizontal pattern going West to East. On Tuesday, August 24, only one eyewitness present. On August 26, lights reappeared and were viewed by 4 witnesses. Lights moved incredibly fast and across the entire night sky in a period of 30 seconds. These objects appeared only as 4 lights and looked as if they were blinking very quickly.
