Over Colonie there is a bright red and green light that moves around but stays in the same place.

For the past 3 nights i've noticed a red and green flickering object over what appears to be the town of Colonie. Im on the west end of the town and the object is to the northeast of me. Standing on my deck I see a bright green and red light that moves around but remains in the same spot. With binoculars it's clearly red and green and sometimes shaped like a cone, usually like a jumble of lights.
