Unexplained lights that don't move like aircraft

Lights glow bright and dim in the shape of orbs at distance. Flight path and altitude not indicative of fixed wing or rotary wing aircraft. Lights more bright than regular aircraft with blinking light sequence. Number of Lights varies throughout the night. Is consistent for days at a time. Lights and craft are visible through binoculars at all times. Unable to get close enough for better description as they go farther out when approached. Both observers are law enforcement on night shift. Common to see military activity in the sky.
