Flashing light object floating around irregularly in the sky. It hovers, and maeuvers in ways planes can’t.

I saw what I thought was a shooting star, but quickly realized it was something else when it flew back up into the sky after falling toward the ground. The next is flickering bright light and can move up, down, side to side. Our flight radar app shows no air craft in the skies. The object has been flying around in the same spot about 30 minutes.
