Saw a spinning disk shaped aircraft with bright white lights at the bottom.

I'm not volunteering to have guys with suits to show up at my house, but this has been on my heart for some time. I am an 18 year veteran in the U.S. Army. Whenever I was about 10 years old, my family and I were traveling back to Virginia from New Jersey following our summer vacation. My cousin and I were in the backseat, while my mom and grandmother sat in the front section of the vehicle. While we were traveling through Dover Delaware on US Highway
13, I happened to turn around and noticed a spinning disc shaped object with bright lights at the bottom (in a circular pattern on the outter section of the object, no lights in the center) that was hovering over the back of our vehicle. I got my cousins attention, who also noticed the object. We observed it for a few seconds, then we both simultaneously turned to my mother and grandmother to tell them about it, then whenever we turned back around, it had vanished into the night. Over the years, my cousin and I will randomly bring this up just to make sure we weren't losing it, and each time we reassure one another that what we saw was real. I'm glad to finally report this to someone because it has been heavily on my mind for the past 26 years or so. Thank you for your time.
