Characteristics: Lights on object, Animals reacted

A low flying, silent craft I could see inside of, one silver clad human shape, a red chair. Door opening and closing.

Hovering craft, no noise, quickly left, then came back hovered over the river. Close enough that I could see inside. I have video that shows part of what I saw. The river can be heard. A bird and myself. Not the craft.
