Single, bright and stationary light in the sky over interstate 70 in Ellicott City

I witnessed a single bright light hovering in the sky over interstate 70 in the western portion of Ellicott City.

I was driving east bound and saw the light remain stationary in the sky. It was white in color and did not move.

Other craft such as helicopters and planes were visible elsewhere in the sky moving and containing blinking lights while this object remained motionless and did not exhibit any blinking patterns nor extra lights us per usual with helicopters and planes.
