Orange lights over water. Sitting on 6th floor balcony, watched orange lights about 1.5 miles off shore light up, one at a time in random patterns, then go out after a couple seconds. Thought it might be distress flares but I can't see any boats on horizon. It is a clear night, but hazy due to humidity. Usually just two or three lights, did see up to 5 at one time together in a cluster only once. Ruled out fireworks. Lights didn't move physically, but did appear in two locations approximately 15 miles apart at different times.
