Bright light moving fast above the clouds followed by possible military aircraft.

My wife called me to the door and as soon as I walked outside I hear a extremely loud whistling sound. Up in the sky traveling from south to north above the clouds was a bright light that illuminated the cloud cover. It moved very fast in lazy zig zag pattern.

My wife agree this did not seem like an aircraft. Thirty seconds later we hear what did sound like an aircraft.Seen through a break in the clouds this aircraft was moving fast yet not nearly as fast as the lights we saw first. The aircraft we saw had the normal aircraft lights and around 10 extra lights that were puzzling to me. Both craft disappeared over the north horizon.
