Large cylindrical light observed over central scotland.

Large cylindrical light observed over central scotland, very over cast, however this cylindrical object is as bright as the moon in cloud cover. Very large, comet shaped. Only one phenomena observed, appears to be visible on account of flaring from local refinery. Very much looks like a plane with full fog lights however has been stationary for 1 hours now.
