Greenish light, in cylindrical shape, moving across night horizon, making erratic maneuvers.

We were sitting on the beach enjoying a beach fire and looking out over the ocean. Across the horizon, from north to south and about 100 ft above the horizon, a bright, almost neon green object, moved across the sky paralell with the ocean. It looked almost like a cylindrical glow stick. It moved quite fast along the horizon, made an almost 90 degree upward turn, looped around, aproached the shore, and then zig-zaged out to sea, or into the water. There was no sound, just bright blinking light and quick movement.
