Two bright lights in sky- North Phoenix area- early morning November 2nd

I woke up at 5:55am- outside towards the east looking up at like a 45ºangle- I saw two lights. The higher one was brighter than the one below it. They weren't flashing(or moving) and they weren't flickering like stars. They were both brighter than stars normally are- save maybe Jupiter on a dark night when it's visible. But they were way brighter than anything else in the sky- almost looked like landing lights from two planes coming in but like I said they weren't moving. I sat there and watched them for a while- probably a half hour or so. They never moved- and they were still bright after the sun had started to come up and the rest of the sky got lighter.
