Two multicolored stationary distant lights in sky

Lights hovering over the city to the west from near Kirby and Holcombe Blvd.

Lights appeared stationary 20-30 degrees elevation, very distant.

Lights changed color rapidly, I saw red, green, white, and I think blue.

I pointed them out to a gentleman who appeared to be in his 60s, walking his dog, and he said, "Well, I guess you've seen your first UFO".
