Looked like a red dot or few red dots just below the cloud level.

Object hovered in the same spot for at least 10 minutes. It appeared to be a red dot of light but would flicker and sometimes looked like a pair of dots and sometimes like a triangle of 3 dots very close together. It appeared to be right at the bottom of the clouds as it was overcast. It was slightly to the south of the Phoenix area and eventually headed south.
