Extremely fast light stopping and starting

From my 4th floor balcony I have a 180 degree view of the Minneapolis area. For the last 3 years I can watch great fireworks shows from many cities/areas. I was watching on the 4th again and looking north-northwest and saw a stationary blue light. A turqoise blue color over what I believed to be the north Bloomington, St Louis Park area. It slowly started moving east, then back west. Stopped. Then RACED at a speed Ive never seen in the air before east going over what I thought was Hwy 494 about 10 miles towards Mall of America. Then before Hwy 77 it started banking south towards Eagan. Then almost to Eagan it did an INSTANT UTURN, went a very short distance, and then did another INSTANT UTURN back towards Eagan. All at PHENOMENAL speeds. I lost it behind a building here in Burnsville called the Ames Center. I ran into apartment from balcony and fumbled around for my phone to get it on video but basically failed. It appeared a minute later heading back towards MOA, went straight down, then nothing. I watch Big jets, Lear jets, and smaller Cessna type planes often from my balcony. It takes the passenger and Lear jets quite awhile to get across the horizon. This thing went many many miles in seconds. It wasnt a drone or a laser. Wow!
