Craft flying at moderate rate of speed over Boise
One craft that was dark/black with blue, red and green lights alternately flashing. Craft was moving at a moderate rate of speed from the northwest to the southeast within 100 feet of the treetops, as it was flying over downtown Boise, Idaho and crossed the Boise River. It reached a point over southwest Boise, immediately stopped and began to hover. It was moving in clockwise and counterclockwise directions while hovering at the same height.
Witnessed by myself, a financial professional, and a medical professional at the same time and location.
