V Shaped formation flying in a mist/cloud

I was sitting in the backyard with my dog. It was a mostly clear night. There were lots of stars with a few high thin clouds, some cumulous clouds in the distance, no wind. Something caught my eye to the southwest. At first, I thought there was something wrong with my contacts, because it looked blurry and distorted. Then I realized it looked like a very fast moving cloud. There were 5 lights flying in a V formation surrounded by what looked like a cloud or mist. It was wavering and moving quickly in a northwesterly direction. The lights were round and were softened by the cloud/mist thing that was surrounding them and flying with them. It was not flying at altitude but was also not low to the ground. I couldn’t really see if something was holding it all together, or if the lights were independent of one another. As this flew over the house, 2 of the lights appeared to drop behind the other 3 and overlapped in two rows for a few seconds then reformed into a V. It was completely silent as it flew.

Could this have been drones?
