Two lights maneuvering quickly on the horizon

PIlot saw two pure white lights for the duration of their flight between Salt Lake City, UT and Medford, OR. They seemed to maintain the same distance from them the entire flight. It appeared that they might have been dogfighting, because they moved rapidly in all directions. Sometimes the lights were very bright, and then sometimes very dim to almost black. There were no other nav lights visible. Air traffic control was asked if there was any military operations in the area. They advised that there was, but it was not near where these lights were being seen.
