A long blue nebula like haze was spotted while driving down Mt. Lemmon, it turned into white lights (12-16) which rotated around a disc

My friend and I are driving down mt. Lemmon after fishing. I see a blue glowing light that appears to be moving and long. Almost like a blue nebula far away.

As we stop, the lights clearly turn into individual white dots, and they are very close. All in a line, still moving. They start rotating, as if on a disc. The light’s disappearing as if behind something the. Reappearing.

As we look on the lights start to get blurred, as if our eyes couldn’t focus on them. The lights vanish, hard to tell if fast or slow, just as if it dissipated.
