About 10 aircraft hovering with lights over Hillsboro OR swaying in all directions

About ten multi lighted hovering aircraft over 4th & Oak St Hillsboro, Oregon. They all were moving left right forward backwards and kept doing this not in any order. Each has a few lights. Can't make out the shape of the craft to dark.
