Multiple bright circles oscillating across the sky for hours at a time

This phenomena was relatively well known and seen yearly in Greenport, on the Fourth of July, well before and after the fireworks. At least four objects with lights (if memory serves, red and may have been blinking) oscillated circularly in the sky for hours. The objects seemed to be very high in the sky and were not close enough to see details of, but were close enough to be definitely be machinery of some kind and not stars or planetary objects. The objects did not move directionally like planes, but circularly. We attempted to film, but the quality of the cameras was not adequate enough to see it.
