Color changing light moving in erratic patterns

In a north east direction craft spotted changing light intensity and color from green, blue, red, white and yellow.

Craft is have sudden and erratic course change and gauged course from fixed point on house. Craft sometimes stops and light turns white with laser like beam pointed towards ground from very high altitude.

Craft looks to be towards southern side of city or residential area.
