globes over the ocean while fishing

Was surf fishing, and saw what I thought was boats way off in the water. The light would flash and then stay on for a while, then disappear.

The reason I know it wasn't a boat was, because it would be far from the water at times. Just would come and go, like someone flipped a light switch on and off.

Duration varried, so long times with light, shirt times with light. Like a lantern
