Several RED lights in the sky seen over Fresno and Tulare counties

All i no is my brother in law called me at 8:30 pm yesterday nite on his way home from work. And asked me if i'd seen or could see all the BRIGHT RED LIGHTS hovering and blinking in the sky he also said that there were about 30 of them and they were hovering and moving in the sky. There were also reports that they were seen in TRAVER, CA
