Stationary object just above NE horizon with flashing red, green and white lights.

Watched stationary object just above NE horizon that had red, green and white flashing lights. It nevered moved. Kept checking on it until approx. 22:00.

Watched thru binoculars and could clearly see flashing lights. There was a street light below the flashing light so we could easily see that the object was not moving.
