Three lights in the sky forming a triangle in a clear blue sky.

I am a certified Weather observer. I was performing an observation at work, when I saw three bright lights in the sky at around 6:00pm. Initially they were lined up diagonally. Then they started to form a triangle. The sun was still up to the west, and a clear blue sky was in the background. The winds aloft at 3,000 ft were 270deg at 09kts. At 6,000ft were 020deg at 06kts, at 9,000ft were 340 deg at 09kts.
